If I were to copy a CD that skips in my CD player to my computer than burn a new disc would it record those skips?

I would venture a guess...

Since the music is data, if the cd player in your computer could not read the data, it would error out. CD players that read music only simply skip the bad data and keep on going, but a computer that looks at it like data would error out. It could be that the computer reads it fine, in that case, burn another cd from the original and you are golden!
So, to answer your question, no, I don't think the cd recorder would record the skips. It would error out completely, or record the cd with no problems.

If it won't record, you can try to rescue it by buying a device called the skip doctor. http://www.digitalinnovations.com/ I've had some sucess with this device.

It strips off the layers that the scratches are on so it can be read. But if the scratches are too deep, then the CD may not be rescued.

In the past I was able to rip out mp3's from a cd that was skipping, and then record it back as an audio cd.

Worked for me!

I've been able to do exactly that - take a CD that won't play right, rip it to my computer, then burn a new copy of it that *does* play right. It's worked probably 99% of the time I've tried it so give it a shot!
