I think it's horrible....and I'm not the tiniest bit surprised. Kind of sick to read that the vets are in on the scam in some cases though.

The problem with good intentions. I don't know who implemented this program but clearly they are clueless to the real world.

Any government program should be read over by a few con men and asked where the holes are and how to stop fraud. It isn't that complicated.
